PROF. MAHENDRA KUMAR SINGAL (1932-2006) : IN MEMORIAM
Born on November 10, 1932 , Professor M. K. Singal served in Delhi as a Lecturer at Ramjas College and as a Reader in University of Delhi. In 1969, he joined Meerut University as a Founder-Professor and Head of the Mathematics Department and also served the same University as a Vice Chancellor for a brief period.
Professor Singal's research interests were in the areas of Differential Geometry, General Topology and Mathematics Education. He supervised the Ph.D. work of a dozen students, published 75 research papers and more than 30 popular articles.
He was a Fellow of the National Academy of Sciences (India) and also that of the Institute of Mathematics and its Applications, UK. He traveled widely and lectured extensively in 13 countries. Scores of his books are being used widely by school and college students in India and some other countries.
He was connected with the Indian Science Congress Association (ISCA) in various capacities: as President of the Mathematics Section, General Secretary (Outstation), Platinum Jubilee Lecturer and Member of the Executive Committee/Council continuously since 1979. He received the Distinguished Service award of ISCA at the hands of Late Shri Rajiv Gandhi and the Srinivasa Ramanujan Birth Century Award at the hands of Late Shri Narasinha Rao, both the then Prime Ministers of India.
Professor Singal was associated with the UGC, CSIR, DST, NCERT, Kendriya Vidyalaya Sangathan, ISCE Council, etc. in various capacities. He produced several video-lectures and a video film PARABOLA for the country-wide classroom of the UGC. As a director of the University Leadership project, he was instrumental in setting up a Mathematics Lab cum Museum that is unique in the whole country in its style and emphasis. He was deeply interested in the improvement of Mathematics education in schools at all levels. Professor Singal was not merely a person; he was an institution unto his numerous friends and followers.
Professor Singal was deeply devoted to the cause of mathematics and research in the country. He was editor of the Society¡¦s publication ¡§The Mathematics student¡¨ during 1970 ¡V 77, General secretary during 1985-88, Treasurer during 1990-98 and Administrative Secretary since 1998. He was the President of the Society during 1988-89. Professor Singal¡¦s departure is an irreparable loss to IMS and mathematical community in the country.
The Indian Mathematical Society pays its respectful homage to the memory of a great mathematician who took reins of the Society at a time when it was passing through difficult times. He worked with dedication and devotion day and night and has left no stone unturned to put the society on a strong footing. The cause of IMS was very close to his heart and he worked tirelessly for the Society till his last day. A few hours before he left for his heavenly abode without any pain or suffering, he had finalized the Agenda for the meeting of the Academic Programme Committee which was scheduled to meet on July 29, 2006.

72nd ANNUAL CONFERENCE
(December 27, 2006 to December 30, 2006)
The 72nd Annual Conference of the Indian Mathematical Society will be held at Rani Durgavati Vishwavidyalaya, Jabalpur, from 27th December 2006 to the 30th December, 2006 under the Presidentship of Professor I.B.S. Passi, Professor Emeritus and INSA Senior Scientist, Punjab University, Chandigarh. Papers intended for presentation at the Conference should be sent to the Academic Secretary, Professor N.K. Thakare, c/o Department of Mathematics, Poona University, Pune ¡V 411 007, so as to reach him not later than the 31st October, 2006 (after which date no papers will be accepted).
Papers submitted for presentation should be typed on quarto size paper in double spacing and should be accompanied by an Abstract on the enclosed printed form. Abstracts received without full length paper shall not be considered. Abstract should be brief and should not exceed 250 words. The use of formulae and symbols should be minimized. Every paper submitted for presentation should be classified, as far as possible, according to the following classification scheme and the same should be prominently displayed in red ink on the right hand top corner of the abstract.

(B) Algebra, Number Theory and Lattice Theory.
(C) Real and Complex Analysis (including Special Functions, Summability and Transforms).
(D) Functional Analysis.

Papers should be sent by registered post with the words ¡§For the 72nd IMS Conference¡¨ written in a box on the right hand top corner of the envelope. A stamped self-addressed envelope should be enclosed for acknowledgement / acceptance of the paper for presentation at the Conference. A copy of the paper and the abstract should be retained by the author and brought for use at the time of the Conference as it would not be possible for the Society to make the paper available at the Conference.
Every author intending to present a paper should either be a member of the Society or should register himself / herself as a sessional member. In case of joint authors, both the authors must be either members or should become sessional members. Non-members wishing to become annual members can do so by paying Rs.100/- Those wishing to become sessional members can do so by paying Rs.80/-. The dues can be paid to the Treasurer, Dr. (Miss) S. P. Arya, Maitreyi College, Bapu Dham Complex, Chanakya Puri, New Delhi : 110 021 by sending a payee¡¦s a/c bank draft payable to the Indian Mathematical Society, New Delhi, so as to reach her by December 10, 2006. After this date, applications for becoming sessional members will be accepted only at the venue of the Conference in Jabalpur during 27th to 30th December, 2006.

Acceptance of a paper for presentation does not automatically imply its acceptance for publication in the Journal of the Indian Mathematical Society or in The Mathematics Student. In case an author wants a paper to be considered for publication in either of these periodicals, he/she should submit the same separately to the Editor concerned.
Correspondence pertaining to arrangements for the accommodation etc. at Jabalpur during the Conference should be addressed to Professor (Mrs.) M. AMU Prize for the year 2006 will be awarded for the best research paper presented at the Conference in the Area of Algebra.
Professor V.M. Shah Prize will be awarded for the best research paper presented in the area of Analysis.
Six IMS Prizes will be awarded for the best research papers presented at the Conference, one prize in each of the following areas :
Differential Geometry, Discrete Mathematics, Number Theory, Topology, Operations Research and Fluid Dynamics.
Each of the eight prizes listed above carries a certificate and a cash award of Rs.1000/-. Following conditions apply:
1. Only the members of the Society are eligible for consideration for the above prizes.
2. The upper age limit of a candidate for any of the above prizes for 2006 is 40 years as on December 31, 2006.
3. (a) The paper to be presented for consideration for a prize shall have to be under single authorship.
(b) Independent work at the post-doctoral level will be preferred.
(c) The work must have been carried out in India.
(d) Stress will be on both, quality of research as well as performance during the presentation.
4. Two copies of full paper along with the abstract in triplicate (not exceeding 250 words) shall have to reach Professor N. K. Thakare,

c/o Department of .Mathematics, Poona University, Pune : 411 007 (Maharashtra), not later than the 31st October, 2006. At the top of each copy of the paper and its abstract, the name of the prize as also the Section where the paper is to be presented, should be indicated. Bio-data, including full name and address along with the date of birth (duly supported by an attested copy of the high school certificate), research experience, list of publications, must be appended to the complete paper.
NOMINATIONS FOR ELECTION TO
THE COUNCIL OF THE SOCIETY
The Council has made the following nominations for elections to the Council:
President: Prof. R. B. Bapat, Indian Statistical Institute, Delhi, has been nominated for election to the office of the President of the Society for a period of one year w. e. f 1st April, 2007 in the vacancy going to be caused by the retirement of Professor I.B.S.Passi.
General Secretary : Professor V. M. Shah has been re-nominated for election to the office of the General Secretary for a period of three years w. e. f 1st April, 2007.
Academic Secretary: Professor Satya Deo has been nominated for election to the office of the Academic Secretary for a period of three years w. e. f 1st April, 2007 in the vacancy going to be caused by the retirement of Professor N.K. Thakare.
Administrative Secretary: Professor M. K. Singal has been re-nominated for election to the office of the Administrative Secretary for a period of three years w. e. f 1st April, 2007. ( On account of the sad demise of Professor M. K. Singal after his re-nomination, currently this election will not be held. It will be held in due course as per the provision in the constitution of the Society ).
Treasurer: Dr.(Miss) S. P. Arya has been re-nominated for election to the office of the Treasurer for a period of three years w. e. f. 1st April, 2007.
Editor, JIMS: Professor N. K. Thakare has been nominated for election to the office of the Editor, JIMS, for a period of three years w. e. f.1st April, 2007 in the vacancy going to be caused by the retirement of Professor R. P. Agarwal.

Editor, Mathematics Student: Professor J. R. Patadia has been re-nominated for election to the office of the Editor, Mathematics Student, for a period of three years w.e.f. 1st April, 2007.
Professor A. S. Gupta (Kharagpur), Professor V. Kannan (Hyderabad) and Professor G.S.Srivastava (Roorkee) have been nominated for election as Additional Members of the Council for a period of three years w.e.f. 1st April 2007.
Any member of the Society may submit to the Returning Officer,
Professor Sarva Jit Singh, 22A Navyug Adarsh Apartments, F-Block, Vikas Puri, New Delhi - 110 018,
an alternative list of names for some or all of the above vacancies, only such nominations being considered valid as are supported in writing by a letter of consent from each one of the candidates proposed by a member, so as to reach the Returning Officer not later than the 1st October, 2006.
The nominations made by the Council with an indication made to that effect, together with other valid nominations made by members of good standing of the Society shall be submitted by the Returning Officer to all members of the Society in good standing by means of ballot papers sent by post by 1st November 2006 with instructions to be returned to him latest by the 15th December 2006.
( A member will be considered to be of good standing if his/her membership dues are not in arrears and if he/she has paid his/her dues for the current year by the 30th June, 2006 ).
The Returning Officer shall collect the ballot papers returned to him by the members up to 15th December, 2006 and carry them to the venue of the Conference, where they will be opened and counted by him (or his nominee) in the presence of a committee consisting of the President (or his nominee) and the other Secretaries. A simple majority shall determine the result of the election in each case.
The list of newly elected office-bearers and additional members of the Council shall be announced at the General Body Meeting going to be held during the Annual Conference. The new Council shall assume charge of its office with effect from the 1st April 2007.

PROCEEDINGS OF THE ANNUAL GENERAL BODY MEETING
OF THE SOCIETY HELD AT ROORKEE ON THE
28TH DECEMBER, 2006 AT 5:00 PM
The Annual General Body Meeting of the Indian Mathematical Society was held on the 28th December, 2006 at 5:00 p.m. at Roorkee. The meeting started by passing a condolence resolution on the sad demise of Professor V. Singh.
The following business was transacted:
Item 1. The minutes of the General Body Meeting held on December 28, 2004 were confirmed.
Items 2 & 3. The Administrative Secretary Prof. M.K. Singal presented the reports of the General Secretary and the Academic Secretary as follows :
1. During the current year 42 life members and 6 ordinary members have been enrolled.
2. P.L. Bhatnagar Prize for 2005 has been awarded to Mr. Abhishek H. Dang (Pune) for being the top scorer of the Indian team (29 points) at the 46th International Mathematical Olympiad, held at Merida (Mexico) in July, 2005 and having won a Silver medal.
3. IMS-sponsored lectures were held at a number of places : Ajmer, Agra, Ahmedabad, Chennai, Guwahati, Gwalior, Hyderabad, Jammu, Lucknow, Mysore, Vadodara and Varanasi.
4. At the 71st IMS Conference held at Roorkee from December 26 to 29, 2005, following was the result of the paper presentation competition for various prizes :
1. IMS Prize (Algebra) : No prize awarded.
2. IMS Prize (Discrete Mathematics) : Mr. A. N. Bavale.
3. IMS Prize (Number Theory): Mr. K. R. Vasuki.
4. IMS Prize (Topology): Ms. Ekta Shah.
5. IMS Prize (Operations Research): No entry.
6. IMS Prize (Fluid Dynamics): Mr. B. S. Bhaduria.
7. Prof. V.M.Shah Prize (Analysis): Mr. Roop Kumar.
8. AMU Prize (Differential Geometry): No Prize awarded.

Item 4. JIMS Report was presented by Professor V.M. Shah as follows :
Volume 72 (2005) of the Journal is ready and is being issued.
54 manuscripts are received during the year. 10 manuscripts were reported as pending with the referees, in the last report.
Now, out of these 64 manuscripts, 27 are accepted, 27 are not accepted and 10 are pending with the referees.
The Editor would like to put on record his profuse gratefulness to the referees, and Prof. M. K. Singal for his very painstaking help and cooperation.
Item 5. The Editor, Mathematics Student, Professor J.R. Patadia, reported as follows :
Volume 73 (2004) of The Mathematics Student is in the press and will soon be published.
25 manuscripts are received during the period from December 24, 2004 to December 23, 2005. 09 manuscripts were reported as pending with the referees, in the last report.
Now, out of these 34 manuscripts, 07 are accepted, 15 are not accepted and 12 are pending with the referees.
The Editor would like to put on record his profuse gratefulness to the referees, and Prof. M. K. Singal for his very painstaking help and cooperation.
Item 6. The Treasurer of the Society, Dr. (Miss) S. P. Arya presented the audited Statement of Accounts for the year 2004-2005 and the Annual Budget for 2006-2007 which were approved.
Item 7. The President informed the members that 72nd Annual Conference of the Society will be held at Rani Durgavati Vishwavidyalaya, Jabalpur.
Item 8. The President announced the results of election as follows :

NEWS AND ANNOUNCEMENTS
P. L. Bhatnagar Prize for 2006 to Indian Team at 47th IMO.
The 47th International Mathematical Olympiad was held in July 2006 at Ljubljana, Slovenia. The Indian team secured the 35th position among 90 countries, winning five Bronze medals and an honourable mention. Riddhipratim Basu was the top scorer with 16 points. He will be awarded the P.L. Bhatnagar Memorial Prize (carrying a Certificate and a cash award of Rs.1000/-) of the Indian Mathematical Society. The award will be presented to him at the Inaugural Session of the 72nd Conference of the Society on the 27th December, 2006 at Jabalpur.
IMS sponsored Lectures .
To popularize mathematics in the country, the Society has a scheme of sponsored lectures. It provides a token support to a number of institutions for organizing popular and semi-technical lectures. Members desirous to organize such lectures at their institutions may write to the General Sectretary Professor V. M. Shah through the Head of their institution.
Indian mathematicians win International Prize .
Professor M. S. Narasimhan , Honourary Fellow, T.I.F.R. Bangalore Centre, Indian Institute of Science, is awarded the King Faisal International Prize in Science (2005).
Professor R. Parimala, T.I.F.R. Mumbai, is awarded the Third World Academy of Sciences Prize for Mathematics (2005).
The IMS congratulates both these distinguished mathematicians.
Government of India appoints a Mathematician as a National Research Professor .
Professor C. S. Seshadri, Chennai Mathematical Institute, Chennai, is appointed as a National Research Professor as per the scheme instituted in 1949 by the Government of India.
The IMS congratulates this distinguished mathematician.
ISCA Annual Session .
The 94th Session of the Indian Science Congress Association will be held at the Annamalai University, Annamalainagar, Chidambaram, Tamil nadu, during January 3 to 7, 2007. The Focal Theme of the Session will be "Planet Earth" to address vital issues closely related to our natural habitat.
